Seven Focus Area Reforms

INR. 40,000 increase in allocation for MGNREGS
Will help generate nearly 300 crore person days in total. Will boost rural economy through higher production.
Health Reforms and Initiatives
PubEx on health will be increased. Preparing India for future pandemics.
Technology Driven Education with Equity Post Covid-19
PM eVIDYA – Government will launch a digital education programme immediately. Manodarpan – Initiative for psychological support for students/teachers
Ease of Doing Business through IBC related Measures
Minimum threshold to initiate insolvency proceedings raised to INR 1 crore. Suspension of fresh initiation of insolvency proceedings up to one year. Empowering Central Government to exclude COVID-19 related debt from the definition of “default” under the Code. Major boost for MSMEs.
Decriminalisation of Companies Act defaults
Criminalisation under several section have been removed under Companies Act. Compoundable offences dropped altogether.
Ease of Doing Business for Corporates
Indian companies can now directly list in foreign markets. Private companies which list NCDs on stock exchanges will not be regarded as listed companies.
Public Sector Enterprise Policy
New policy to categorise strategic sectors and others. In the notified sectors, atleast one public sector will be present but private sector will also be allowed.
Support already extended to State Governments
Centre like states has faced a sharp decline in revenues. SDRF funds released in advance to various states. INR. 4,113 crores released for Health Ministry directly for anti-Covid activities. Increase borrowing limits of States from 3% to 5% of GSDP for 2020,2021.
